Effective GW player?? How do you define that??
Nothing is more important than enjoying GW the way you want, 'cos that's what I call money well spent

Thats one of the most enjoyable features of a low level cap: having multiple characters.
Playing with different chars is a whole different game experience for every profession you choose, so, having many chars, for me its like seizing the game to the to the max. It adds replay value to the game. Every time I go bored, I just switch chars..
In other games, with a hi-lvl cap and much more grind, its rare to anyone have more than 2 *good* chars , most of the people stick with only one.
Apart from Rit, Ive also got at least one char of each primary. Except Mez and Necro, which I have 1 on each acc - I never imagined I could enjoy that classes so much.
To Gaile:
This is my greatest concern in GW2, with high or "no" level cap, can players like me, have 8 or more chars in equal footing? or ANet will condemn us to stick to only 1 , maybe 2 chars?

well heres teh thing...
teh more charas u have, teh more time u spend in low-lvl areas
sure, theres some variation in teh skills u use...but ur facing teh same easy-ass monsters over and over again
when u focus on 1 or 2...generally u'll find urself doing more high lvl areas more often
even tho hardmode is account based,
i dunno how soon or how often u'll be entering hardmode with newly created charas
(unless grouping wit guildies or a pug who have already established great charas)
ur always in teh process of building "good" charas
instead of developing a single "great" chara
one thing that has been mentioned wit lots of charas is variety
sure u have multiple charas...
but generally, they're limited to only 2 or 3 builds per chara
my necro has legendary skill hunter...
i've already bought over 600+ regular skills
and enough extra skill pts to buy any skills i need to play over 100+builds
multiple armour and weaponsets as well
thats all teh variety i need really
im not sayin that this necessarily makes a better player,
but it is a different mindset
its quite simple logic really, and can be applied to anything u do...
master one thing, or become fairly good at a lot of things
neither path has a limit to achieve great skill and knowledge

That may have been true 2 years ago, but not any more.

This, also, depends on the player.
Not counting storage, I have 10 PvE toons that I play. The only one that is not level 20 and through all of the campaigns is my mesmer (not quite ready to leave pre). With that 1 exception: all have all primary skills, have multiple armors/weapons, have Protector of [home chapter] and a few have multiple titles. No, not trying to brag, just pointing out that it is possible to play many toons and to be far beyond the level of:
